ACCESSIBILITY OF FILMS TO BLIND OR VISUALLY IMPAIRED PEOPLE: MRS RACHIDA DATI, MINISTER OF CULTURE, INITIATES A PARTNERSHIP BETWEEN PATHE CINEMAS, THE NATIONAL INSTITUTE FOR BLIND YOUNG PEOPLE AND THE CNC

At the initiative of Ms. Rachida DATI, Minister of Culture, Pathé Cinémas and the CNC signed on April 22, a partnership with the Institute for Young Blind People (INJA), a national public teaching and specialized education establishment for blind and visually impaired young people.

This partnership will facilitate its students’ access to audio-described cinema sessions. Pathé will organize, once a month, at the Pathé Parnasse cinema an audio-described screening of a film selected jointly with the Institute at the special rate of 3 euros per entry.
In order to develop accessibility to films for blind or visually impaired people, since 2020, all French films can only benefit from support from the CNC if it includes a subtitled version and an audio-described version.
In this context, the CNC financially supports producers to carry out their subtitling and audio description work. Likewise, film distributors and DVD and VOD publishers benefit from financial support in order to adapt described audio files to all broadcast media. Thanks to this proactive policy, half of the 645 films of all nationalities released in France in 2023 were audio described and subtitled.
The CNC also supports cinemas to enable them to have the equipment and facilities necessary for screening films in audio description. To date, 36% of French cinemas are equipped. This is 3 times more than 10 years ago.
